PiS and PSL informed that the application was left without consideration. The notification of July 3, 2020 (UM03-6935-UM0312368/19, RR-I.052.1.455.2019.RSE) according to the PiS "political line" ordering the takeover of all media (in this case, preventing the creation of an independent medium) was signed by Adam Puchada, deputy director of the Department of Agriculture and Rural Development (under the PiS government). In the notification, Adam Puchada claims untruthfully "in connection with the failure to provide evidence that the conditions for granting aid have been met within the required deadline specified in the request to present this evidence of March 27, 2020, I kindly inform you that your application for aid [...] is left without consideration". Evidence that the conditions for granting the aid were met was submitted within the time limits set.

The control application and the complaint against the Marshal's Office of the Lubelskie Voivodeship (Article 229 of the Act of 14 June 1960 of the Code of Administrative Procedure) addressed to the sejmik of July 10, 2020 are considered by the Marshal Jarosław Stawiarski (PiS), who heads the Marshal's Office and who was subject to an application for exclusion from administrative proceedings (P-2/391, UM03-6935-UM0312368/19, RR-I.052.1.455.2019.RSE; applies to a grant application) submitted many times, inter alia, 19-06-2020.
Jarosław Stawiarski (PiS) claiming to be the so-called the marshal in the interests of the p. organized c. group led by him did not find the excessive length of the so-called a procedure that has been going on for a year!

Application for co-financing submitted on October 1, 2019 under the sub-measure 19.2 "Support for the implementation of operations under the community-led local development strategy" covered by the Polish Rural Development Program for 2014-2020 (Polish RDP) and the control application and complaint on July 10, 2020, were not considered by the Marshal's Office of the Lubelskie Voivodeship. The application concerns an innovative media project (independent media) having a significant impact on the development of civil and digital society. The complaint in this case was on October 9, 2020 and again on November 15, 2020 to the European Commission, the Directorate-General for Agriculture and Rural Development, headed by a p. organized c. group, claiming to be the so-called Commissioner Janusz Wojciechowski (PiS). The complaint, in line with the party line represented by PiS (taking over the media and limiting the activities of independent media), will be submitted by the Commission services (ref. CHAP (2020) 03309 of 21.01.2021) for examination to the department responsible for the CAP at the Ministry of Agriculture and Rural Development, led by Grzegorz Puda (PiS). This will end in a known manner, i.e. rejection or non-consideration of the complaint.
In addition, the Commission services ask for confirmation that they agree to the forwarding of the complaint to the managing authority, which will reveal the identity of the complainant and the information provided as part of the complaint by the Commission services, or for the transmission to the Commission services of a non-confidential version of the complaint that would not allow the managing authority to know the identity of the complainant. . The Commission services (Karl von Kempis, Head of Unit) recommend contacting the European Anti-Fraud Office (OLAF).
Applications for EU funding submitted in October 2019 (!) and September 2020 (!) have not been examined by the Marshal's Office of the Lubelskie Voivodeship until today.
Agnieszka Łączkowska-Maruniak claiming to be the editor of the so-called of the public information bulletin commissioned by Daniel Rybaczuk (the husband of the Chełm councilor Dorota Rybaczuk [PiS]) claiming to be the deputy director of the department of agriculture and rural development, both operating in the p. organized c. group, in order not to consider the application or to reject the application, she prepared a biased and curious so-called "letter" P-2/391, UM03-6935-UM0312891/20, RR-I.052.1.359.2020.AŁM from February 24, 2021, which has nothing to do with the facts and contains a number of inaccuracies. Agnieszka Łączkowska-Maruniak and Daniel Rybaczuk falsely claim in their "letter" that, for example, Włodawa is inhabited by 6,000 people, while in reality this number is twice as high.
Marcin Konrad Skórski, who during the PiS rule took the position of acting director of the Department of Delegated Activities of ARiMR [supervised by Tomasz Kuśnierek ("Porozumienie" Jarosława Gowina) acting as deputy president of ARiMR] active in the par. organized c. group, in response to requests for intervention sent along with all posts in this cycle, claims that it has nothing to do with it, and yet in order to apply for "funding" it is necessary to "enter in the register of producers", the so-called ARiMR.

Acting in the p. organized c. group, Daniel Rybaczuk (the husband of the so-called Chełm councilor Dorota Rybaczuk [PiS]), claiming to be the so-called deputy director of the department of agriculture and rural development in accordance with the "political line" of the so-called PiS, ordering the takeover of all media (in this case, preventing the creation of an independent medium) in a state of epidemic (the deadline for lodging a complaint was set in the state of emergency), after nearly 2 years (!), 12-08-2021 refused to grant aid from the so-called eu for an innovative media project (independent media) having a significant impact on the development of civil and digital society, submitted on October 1, 2019 by a disadvantaged, long-term unemployed person, who has been running popular blogs for 7 years (including "For truth and justice", "Włodawskie Kurioza"), pretending that the applicant did not remove obvious deficiencies and errors (UM03-6935-UM0312368 / 19, RR-I.052.1.455.2019RSE). Meanwhile, they were removed by the applicant already in the letter of April 15, 2020. Daniel Rybaczuk, contrary to the applicable law, did not comply with § 3 of the Regulation of the Minister of Agriculture and Rural Development of July 3, 2020 on the detailed conditions and procedure for granting and payment of financial aid under certain measures and sub-measures covered by the Area Development Program for the years 2014-2020 in connection with SARS-CoV-2 virus infections (Journal of Laws of 2020, item 1196) to the extent to which it regulates the issue of inability to refuse to grant aid!
Acting in p. organized c. group (peies) claiming to be the so-called chairman, swsa, etc. Jerzy Drwal in the interest of p. organized c. group (peies) claiming to be the so-called the board of the Lubelskie voivodeship, the so-called by the decision of 15-12-2021, the so-called reference number III SA/Lu 463/21 "as regards project co-financing, it decides to: reject the complaint". Jerzy Drwal in the so-called justifying the so-called the provisions claims that the so-called formal defects (alleged lack of signature and address) were not removed on time. This is not true the so-called formal defects were removed within the prescribed period. Jerzy Drwal, contrary to the facts, indicates that the strict 7-day period expired on August 15, 2021. Meanwhile, on August 15, 2021 it was a Sunday, which additionally coincided with a statutory holiday (Assumption of the Blessed Virgin Mary and the Polish Army Day). In addition, Jerzy Drwal is lying that the correspondence with the so-called the court was collected in person by the applicant on 08-08-2021. It was impossible because on 08-08-2021 it was a Sunday.
Adrian Gański from Żółtaniec Kolonia, interested in the so-called hunting, being the so-called a functionary of the Chełm city office, during working hours he left the office "privately" to collect signatures of support for the presidential candidate Andrzej Duda (PiS). On December 28, 2021, 41 days after the protest was lodged, Adrian Gański claiming to be acting as the so-called deputy director of the so-called department of agriculture and rural development, under the authority of the so-called voivodship board, left the protest without consideration (UM03-6933-UM0310004/15, PW-I.052.3.4.2015.FKA) because in his opinion the protest "in the field of cohesion policy" was not brought "in in writing ”when the protest was in fact brought in writing. Earlier, the protest was accepted by the so-called the "lgd" association as correctly filed and sent to the so-called marshal's office.
A par. organized c. group claiming to be the so-called wsa in Lublin (claiming to be the so-called swsa, p. etc. Marta L.-P.) in the interests of the par. organized c. group (peies) claiming to be the so-called the management board of the lubelskie voivodeship first blocked electronic correspondence from December 27, 2021, and then on December 30, 2021, it called for the so-called reference number III SA/Lu 463/21, to "sign the submitted complaint" of December 27, 2021 and to present "1 copy of the complaint", which, let us recall once, were delivered on December 27, 2021 (on time).
Above the procedural precautionary documents were sent again on January 25, 2022 to the so-called nsa in Warsaw because the so-called the wsa in Lublin is blocking the correspondence.
On January 24, 2022, a response to the complaint addressed to the so-called wsa in Lublin of January 14, 2022 (against the refusal to grant aid by the so-called management board of the Lublin province of December 28, 2021) signed "On the authorization of the Chairman of the Judicial Information Department of the Supreme Administrative Court, senior specialist Monika Mikołajczyk". Monika Mikołajczyk claims that the complaint did not mention the so-called file reference number, while the reference number was in the header of the application, in the annex. And at the end of her reply, Monika Mikołajczyk reserves "Possible further correspondence of this type addressed by you to the Supreme Administrative Court will remain unanswered."

It is not possible to appeal to the so-called of the administrative court in a letter signed by Ewa Szałachwiej, which is a restriction of civil rights.
Bartłomiej Barańczuk ("church attorney") appointed in case UM03-6933-UM0310004/15, PW-I.052.3.4.2015.FKA/SLA by the so-called court (at the request of the applicant) did not initiate contact with the applicant on his own initiative, nor did he respond to correspondence addressed to him. In this way, the cases were concluded without the participation of the applicant and without informing him of anything.
The application has not received funding from the EU in the amount of PLN 80,000.00 if standing at the head of a part. organized c. group, i.e. UMWL claiming to be so-called marshal Jarosław Stawiarski (PiS) awarded his subordinates prizes in the amount of 6.5 million zlotys. He announced this during the "presidential election campaign". Ewa Szałachwiej (PiS) received over twenty thousand zlotys. Four million zlotys are EU funds (!). Jarosław Stawiarski (PiS) reminded that his predecessor at the head of a part. organized c. group, i.e. UMWL claiming to be so-called marshal Sławomir Sosnowski (PSL), mentor Andrzej R. (PSL) ruling in Włodawa PSL and starosty (read e.g. the cycle: Andrzej R. (PSL) - the worst s. in the history of Włodawa poviat [https://wlodawskie-kurioza.blogspot.com/2020/04/andrzej-r-psl-najgorszy-s-w-historii.html]), paid even higher prizes and allowances to his subordinates for a total amount of 6.8 million zlotys, of which 4.4 million zlotys came from funds EU (!). All this happens when the application for exclusion from the so-called the above-mentioned administrative proceedings.

It is quite puzzling why, in the first place, funding was not awarded to selected operations ("Annex to Resolution No. 21/2019 of the Association Council "Poleska Dolina Bugu" of April 24, 2019. List of operations selected for funding under the call for applications for aid No. 1/2019 as part of Action: 19.2 - Support for the implementation of operations under the community-led local development strategy covered by the PROW 2014-2020") only a new recruitment has been announced?
